Thanks for taking time to read this message. Sorry for the length, but I am trying to get all the pertinent facts out on paper...
I am a mechical engineer that is trying to implement some test equipment that is operated via a Windows program that was written by a third party. The only versions of the program I have are compiled version (.exe + two .dll files). There are two different programs, one for self test of the equipment and the other is the actual application software. The self test program runs and operates the equipment fine. The second crashes with the exception "System.IO.FileNotFoundException". The dugger window shows the error occuring in the vacinity of Windows Forms Designer and Crystal Reports code. The third party supplier no longer has the software programmer in house and cannot significantly support us with the error. Their best guess is that we are using software that is newer / incompatible with the software they used to generate the program.
The software we have purchased and installed is Microsoft Visual Studios 2012 Pro and SAP Crystal Reports 2011. The third party thinks that isntalling Visual Studio 2003 might solve the problem, but they are uncertain. The only documentation they have supplied for software installation is as follows:

Install Microsoft Visual Studio 2003
Install Crystal Reports from the Visual Studio installation disk (this may be a Visual Studio installation option).
Install Microsoft VB6 Service Pack 5.
Install Crystal Reports: From the VB6 installation CD, run Common\Tools\VB\crysrept\crystl32.exe.

Would anyone like to suggest what software I should purchase in an attempt to solve this challenge?
Just VS2003?
VS2003 + VB6?
