Form in IDE Window occasionally SHRINKS in width

Every once in a while, my application Form with which I am working in the IDE window will suddenly reduce itself in width (right hand side is not visible). I cannot resize the form by dragging the right border to the right (I CAN make it less narrow). My resolution is to close VB, and restart...then I can resize properly.

I am using Windows 8.1 (but this also occurred when I was using Win7 and XP). It is not common, but maybe once or twice a month this will happen.)

Any suggestion would be appreciated.
