please help how to solve a form with scroll bar

guys how to make a scroll bar in form? i tried to search how to do it here's the code i downloaded but the code was not exactly right because when I play the form and try to click and scroll the bar it was just follow the function button textboxes just all of it, i think it was the value and i really don't know how to do it :(

and i want the Medical Record Form or Main Form is Fixed
example: When I run the program it shows the "Main Form" and I clicked the cmdHistory and it shows the frmHistory and I clicked the Main Form the frmHistory was go to behind the Main Form

question: how can i do the Main Form is Fixed? when i click all the button frames etc the main form is still on back... please help thanks
